An approach to locational marginal price based zonal congestion management in deregulated electricitymarket

摘要: Congestion of transmission line is a vital issue and its management pose a technical challenge in power system deregulation. Congestion occurs in deregulated electricity market when transmission capacity is not sufficient to simultaneously accommodate all constraints of power transmission through a line. Therefore, to manage congestion, a locational marginal price (LMP) based zonal congestion management approach in a deregulated electricity market has been proposed in this paper. As LMP is an economic indicator and its difference between two buses across a transmission line provides the measure of the degree of congestion, therefore, it is efficiently and reliably used in deregulated electricity market for congestion management. This paper utilizes the difference of LMP across a transmission line to categorize various congestion zones in the system. After the identification of congestion zones, distributed generation is optimally placed in most congestion sensitive zones using LMP difference in order to manage congestion. The performance of the proposed methodology has been tested on the IEEE 14-bus system and IEEE 57-bus system.

Impact of FACTS devices on exercising market power in deregulated electricity market

摘要: In power system studies, congestion in transmission lines and utilization of flexible alternating current transmission system (FACTS) devices are closely associated. These devices are very important due to their role in power delivery system enhancement. It is to be noted that the generation companies can exercise their market power which depends on the line flows, line constraints, generators’ location and its share to the individual loads. This issue cannot be overlooked as it creates monopoliness which is against the deregulated market policy. The objective of this paper is to study the impact of market power when FACTS devices like thyristor controlled switching capacitor (TCSC) and thyristor controlled phase angle regulator (TCPAR) are used under steady state operation. The market power is determined using nodal must-run share (NMRS) index for the standard IEEE 14-bus system with and without the above FACTS devices and the results obtained are compared. All the above simulations are conducted in a MATLAB 7.9-R2009b environment.

Low-carbon technology calls for comprehensive electricity-market redesign

The energy transition also calls for electricity- market redesign. Low-carbon technologies will fundamentally reshape the electricity sector. The electricity generation and demand will be significantly unpredictable and uncontrollable thus require for a more sophisticated system operation to guarantee the grid stability and reliability. The higher difficulty induced by the green-technology penetration expose the electricity-market to a higher market-failure risk. Thus, the future low-carbon electricity-market and associated regulation scheme require a comprehensive new design.

Demand response based congestion management in a mix of pool and bilateral electricity market model

摘要: The independent system operator (ISO) is a key element in the deregulated structure with one of the responsibilities of transmission congestion management (CM). The ISO opts market based solutions to manage congestion receiving bids from generation companies (GENCOs) as well as distribution companies (DISCOMs) to reschedule their generation and relocate demand. The nodal prices increases during the congestion hours and the demand response to nodal prices will be an effective tool for the control of congestion. In this paper, demand response-based CM has been proposed for a mix of pool and bilateral electricity market model. The linear bid curves have been considered for demand bids to respond to the congestion in the network. The bilateral demand has been obtained with minimum deviations in their preferred schedule. The impact of flexible alternating current transmission system (FACTS) devices viz static var compensator (SVC) and thyristor controlled series compensator (TCSC) has also been considered for demand management during congestion. Multi-line congestion cases have been considered to study the impact on demand response without and with FACTS devices. The proposed approach has been tested on the IEEE 24 bus test system.

摘要:

完善的电力市场可在电力资源配置方面发挥决定性作用,是保证各类市场主体开展活跃的供需互动、促进可再生能源消纳的关键机制;针对性开展电力市场中影响可再生能源消纳因素的综合性分析,也是相关应用研究亟需。本文重点考虑全时间尺度下促进可再生能源消纳相关的交易机制,概述了国外典型电力市场结构及运行情况,梳理了相应电力市场结构及机制中促进可再生能源消纳的关键影响因素;围绕可再生能源消纳的多维关键影响因素,深入分析了我国各类市场结构和不同机制的建设现状,归纳出促进可再生能源消纳电力市场建设面临的挑战。从电力市场与碳市场、绿证市场耦合机制,可再生能源参与的中长期、现货交易及其衔接机制,面向高比例可再生能源的辅助服务市场,面向高比例可再生能源消纳的需求侧响应机制等方面,梳理了我国相关电力市场的学术研究进展。研究建议,实施多市场协同运作、中长期及现货交易衔接、辅助服务市场建设、需求响应机制建设等重点举措,支持面向高比例可再生能源消纳的电力市场建设。

摘要: Among the available options for renewable energy integration in existing power system, wind power is being considered as one of the suited options for future electrical power generation. The major constraint of wind power generating system (WPGS) is that it does not provide inertial support because of power electronic converters between the grid and the WPGS to facilitate frequency stabilization. The proposed control strategy suggests a substantial contribution to system inertia in terms of short-term active power support in a two area restructured power system. The control scheme uses fuzzy logic based design and takes frequency deviation as input to provide quick active power support, which balances the drop in frequency and tie-line power during transient conditions. This paper presents a comprehensive study of the wind power impact with increasing wind power penetration on frequency stabilization in restructured power system scenario. Variation of load conditions are also analyzed in simulation studies for the same power system model with the proposed control scheme. Simulation results advocates the justification of control scheme over other schemes.

Integrated transmission and generation planning model in a deregulated environment

摘要: After the deregulation of the Power Sector in the U.S., planning for generation and transmission capacities is decentralized. There is, however, still need for the long term integrated planning of generation and transmission capacities at the macro level, since these two sectors must operate in a coordinated manner. This paper presents a model for integrating generation and transmission expansion planning to identify an indicative expansion plan for the total sector at the macro level. The argument for an integrated model is supported using evidence from integrated planning efforts in real life systems. The application of the proposed model is illustrated using an example that requires expansion of generation and transmission capacities over three regions in a deregulated power system. The example considers that addition of generating capacity should come from renewable sources. The test results show the potential cost saving from integrated planning.

端对端能源交易现状分析与展望 Review

摘要:

作为有望解决人类社会“能源三元悖论”的一种重要手段,端对端能源交易(peer-to-peer energy trading)在近年涌现并快速发展。在端对端能源交易中,分布式能源(distributed energy resource, DER)直接互相进行能源的交易和共享。基于对相关学术论文、研究项目和工程实践的综合调研,本文总结并分析了端对端能源交易的全球发展现状,讨论了端对端能源交易的5个主要方面,包括市场机制设计、交易平台、物理和信息通信基础设施、社会科学视角以及政策法规;针对每个方面,对现有相关研究和实践均进行了批判性分析,并就未来的发展方向做出了展望;文末对主要发现和展望做了系统性总结。端对端能源交易是一个快速发展的领域,为全球的学术界和工业界提供了巨大的潜力和机会。

Lessons from market reform for renewable integration in the European Union

摘要:

The European Union (EU) has the most advanced, mature, and liberal energy markets that gave rise to the most dramatic drop in wholesale energy prices, whose fallen, however, has not been translated into a reduction in retail energy prices. Instead, energy prices in Europe rose above inflation year-in-year-out, and are considerably higher compared with major economic partners. This paper highlights the key limitations in the EU market designs and network access toward renewable integration, and the wide range of reforms that the EU is currently undertaken across the Member States to achieve two goals: to make the market fit for renewable, and to set a practical example of how a competitive economy can be built on a sustainable and affordable energy system. This paper concludes with key recommendations to developing nations, particularly in addressing heavy renewable curtailment.

Load frequency control in deregulated power system with wind integrated system using fuzzy controller

摘要: This paper presents the analysis of load frequency control (LFC) of a deregulated two-area hydro-thermal power system using fuzzy logic controller, with doubly fed induction generators (DFIGs) integrated into both the control areas. The deregulation of power sector has led to the formation of new companies for generation, transmission and distribution of power. The conventional two-area power system is modified to study the effects of the bilateral contracts of companies on the system dynamics. Deregulation creates highly competitive and distributed control environment, and the LFC becomes even more challenging when wind generators are also integrated into the system. The overall inertia of the system reduces, as the wind unit does not provide inertia and isolates from the grid during disturbances. The DFIGs integrated provide inertial support to the system through modified inertial control scheme, and arrests the initial fall in frequency after disturbance. The inertial control responds to frequency deviations, which takes out the kinetic energy of the wind turbine for improving the frequency response of the system. To enhance the participation of the doubly fed induction generator (DFIG) in the frequency control, optimal values of the speed control parameters of the DFIG-based wind turbine have been obtained using integral square error (ISE) technique. The dynamics of the system have been obtained for a small load perturbation, and for contract violation using fuzzy controller.

Relationship between electricity consumption and economic growth of Guangdong Province in China

摘要: Guangdong is a province with the most electricity consumption (EC) and the fastest economic growth in China. However, there has long been a contradiction between electricity supply and demand in Guangdong and this trend may exist for a long time in the foreseeable future. Therefore, the research on the relationship between EC and economic growth of Guangdong is of very important practical significance to the formulation of relevant policy. In this paper, the econometrics method of granger causality test and co-integration test is used to analyze the relationship between EC and economic growth of Guangdong from 1978 to 2010. The results indicate that there is unidirectional causality between the economic growth and the EC, and the growth of gross domestic product (GDP) and gross industrial output value (GIOV) is the impetus to promote the growth of installedβcapacity (ICAP) and the EC. Therefore, the appropriate restraint of excessive growth of power industry will not necessarily slow down economic growth. There has been a long-term stable equilibrium relationship between the EC and the economic growth. When the GDP and GIOV grows 1 unit respectively, the EC of Guangdong province will increase 0.97 and 0.64 unit respectively. The long-term marginal utility of the EC is more than 1.

A global carbon market?

This paper explores the prospects for a global carbon market as the centerpiece of any serious attempt to reach the ambitious goal for greenhouse gas (GHG) reductions set by climate scientists. My aim is to clarify the extent to which we know what policy might best support global decarbonisation. We begin by discussing what we might mean by a global carbon market and its theoretical properties. We then go on to discuss the EU Emissions Trading System experience and the recent experience with the Australian carbon tax. Next, we assess recent carbon market initiatives in the US and in China. My argument is that while establishing the amount of emissions required and dividing it up acceptably between countries requires an enormous scientific and international negotiations effort, the economic instruments to deliver the agreed targets are readily at hand.

Decomposition and decoupling analysis of electricity consumption carbon emissions in China

摘要: Electricity consumption is one of the major contributors to greenhouse gas emissions. In this study, we build a power consumption carbon emission measurement model based on the operating margin factor. We use the decomposition and decoupling technology of logarithmic mean Divisia index method to quantify six effects (emission intensity, power generation structure, consumption electricity intensity, economic scale, population structure, and population scale) and comprehensively reflect the degree of dependence of electricity consumption carbon emissions on China’s economic development and population changes. Moreover, we utilize the decoupling model to analyze the decoupling state between carbon emissions and economic growth and identify corresponding energy efficiency policies. The results of this study provide a new perspective to understand carbon emission reduction potentials in the electricity use of China.

Effects of herding behavior of tradable green certificate market players on market efficiency: Insights

摘要: Tradable green certificate (TGC) scheme promotes the development of renewable energy industry which currently has a dual effect on economy and environment. TGC market efficiency is reflected in stimulating renewable energy investment, but may be reduced by the herding behavior of market players. This paper proposes and simulates an artificial TGC market model which contains heterogeneous agents, communication structure, and regulatory rules to explore the characteristics of herding behavior and its effects on market efficiency. The results show that the evolution of herding behavior reduces information asymmetry and improves market efficiency, especially when the borrowing is allowed. In addition, the fundamental strategy is diffused by herding evolution, but TGC market efficiency may be remarkably reduced by herding with borrowing mechanism. Moreover, the herding behavior may evolve to an equilibrium where the revenue of market players is comparable, thus the fairness in TGC market is improved.
